			<description><![CDATA[I am still deployed but when I get back I would like to setup an UHF repeater hooked up to my WIRESII node. Of course I will purchase the equipment out of pocket but would like to know what permits I need and licensing procedures for the repeater. It will not be on a tower  and output power will not be more than 50W. It will be set up on my property out in Evans Mills. Any ideas or if anybody has an UHF repeater or equipment for sale please let me know.<br />
About my  WIRESII node: it must be on UHF. It is linked with a repeater in the Republic of Panama. My callsing there is HP2HBD. It is also linked to a Miami repeater. Again, any ideas please let me know.<br />

Technology has developed by leaps and bounds since our By-Laws were created. In fact, it's light years ahead of our By-Laws. Do you feel that the time is right to introduce the internet into the wording of our By-Laws? This would recognize the web page as the official forum to post everything from proposed changes to our Constitution and By-Laws to up and coming events to, of course, the meeting minutes?<br />

So far there has been <span style="text-decoration: underline;">no</span> requirement by our rules stating that we must utilize this medium and what form the rules for such use would take. 			<description><![CDATA[After a long and silent spell RACES and ARES return to Jefferson County as active components of our community's disaster plan. Combined efforts between the ARES Coordinator and the RACES Radio Officer will form a tighter and better functioning response effort. Ric Letson NB2E and myself are spearheading the effort and will soon be verifying the roster. If you are interested in making your talents as a Ham go further during an emergency, please make your voice heard and sign up.<br />
<br />

			<description><![CDATA[No I don't mean and anatomical component. I mean things are happening! There is so much to bring up at our next meeting. <ul>
<li>We have applied for corporate sponsorship</li>
<li>Classes have been announced for both summer and winter schedules. The winter classes will be geared toward Jefferson &amp; Lewis County Emergency Responders although always remaining open to the public. These classes will also be more convenient to Lewis County residents.</li>
<li>JCRAC is forming an ARRL VE team and is planning to offer VE sessions at the monthly meetings.</li>
<li>Fort Drum is interested in sponsoring classes on post.</li>
<li>Mountain-fest this year will be back to it's old location at the parade grounds where we will be allowed to post a both. BSA Troop 26 will help us staff the tent as they are showing great interest in Ham Radio.</li>
<li>Jefferson - Lewis BOCES wishes to enter into a learning partnership with JCARC.</li>
<li>The BOCES Visual Arts Department is taking us on as a client in the development of a new club logo due this fall.</li>
<li>As well the BOCES Electrical Department is building a Wind and Solar power generation trailer that will accompany us on public demonstrations.</li>
<li>Jefferson County and the JCRAC are developing an agreement that will allow RACES to operate from the within the corporate framework of the club's 501c. Jefferson County ARES is interested in doing the same.</li>
<li>A long awaited new toy is fast approaching completion. The "Tower Trailer" has taken shape and is planned to make it's debut at Field Day.</li>
<li>It's about time a landmark like the Cape Vincent Lighthouse gets some time in the spotlight so the JCRAC is planning to represent her in the world of LOTA this August.</li>
<li>And the "beast" is back on loan to the club for another year to help solve our drainage needs.<br />

Half way through a stage as he was running numbers back and forth to the truck, he was struck in the shin by a rock that was kicked up by a bike. I thought he was going to quit when suddenly he exclaimed loudly "I love this stuff!!!" He's been back every year since. It only proves that faith really is the only sure thing.<br />

ICS stands for Incident Command System. It is part of the federally mandated National Incident Management System or 'Structure' (NIMS) that all emergency response organizations are required to learn and adhere to. If you as an individual are contemplating being a member of a response organization or simply wish to know more about how emergencies in your area are being handled please take the time to attend.<br />
<br />
ICS 100 will begin promptly at 12pm.<br />
ICS 700 will begin promptly at 3pm.<br />

The rules of Paralegal Certification preclude my wife and I from outright giving legal advice.  However we are allowed to advise individuals where to look for information. <br />

On August 5th of 2003, the Honorable Judge John W. Hallett of the Town of Leray Court set forth an opinion that would help to further define the role of the Amateur Radio Operator as referred to in NY VTL 397.  I am not putting forth a copy of such traffic law other than what is mentioned here in the ruling.  As you will see, discretion above and beyond the mere words of the VTL were considered when reaching this conclusion.<br />
<br />
The following document has not been openly published but is available from the Town of Leray, NY Court Clerk.  It is controlling law in only <span style="text-decoration: underline;">one</span> jurisdiction in NY, that being the Town of Leray itself (including all of the Fort Drum containment zone and most of the reservation).  This ruling is considered persuasive law in all of the lower courts in NY such as the towns and villages.  At the County Court level and above throughout the State it is merely suggestive law.  There has not been a challenge to this ruling coming from the Town of Leray to date.  In fact it was upheld as recently as 2008.  There is certainly more research that needs to be done as time allows.  If you find anything worth posting, please consider sharing it here.<br />

			<description><![CDATA[The ARRL Rookie Roundup is designed to help newly licensed amateurs build their operating skills on HF. It is a contest specifically for those new to Amateur Radio, similar to the ARRL Novice Roundup that ran from 1952 until 1995. The Rookie Roundup brings the fun and Elmering of the old Novice Roundup into the 21st century. Three Rookie Roundups will be held each calendar year: SSB in April, RTTY in August and CW in December.<br />

The Rookie Roundup will be scored 100 percent in real time through the <a href="http://www.getscores.org" target="_blank">http://www.getscores.org</a> scoring system. Who Can Participate? <br />
Any ham licensed for 3 years or less qualifies as a Rookie. If you were licensed in 2008, 2009 or 2010, you can compete in the 2010 Rookie Roundup. Non-Rookies may only work Rookies, while Rookies may work everybody. A major part of the success of this contest will be non-Rookies getting on the air and working the Rookies, just as in the Novice Roundup. Just like in the Novice Roundups of years past (when Novices could work anyone and non-Novices could only work Novices), Rookies may work anyone, be they Rookie or non-Rookie; however, non-Rookies are limited to only working Rookies.<br />
<br />
Entry Categories <br />
Single Operator Rookie, limited to a maximum of 100 W. Spotting assistance or using call sign and frequency alerting systems is allowed, but self-spotting or asking somebody to spot you is not. All Rookies must identify themselves as a rookie. Example: "Kilo Bravo One Quebec Alfa Whiskey, Rookie." Non-Rookies only need give their call; no designation is needed.<br />
<br />
Awards <br />
Certificates will be available for all participants to download. The top five high scores from each US call area, Canadian province and Mexican call area will be recognized on their certificate. No national winners will be recognized. <br />

Who Can Participate? <br />
Any ham licensed for 3 years or less qualifies as a Rookie. If you were licensed in 2008, 2009 or 2010, you can compete in the 2010 Rookie Roundup. Non-Rookies may only work Rookies, while Rookies may work everybody. A major part of the success of this contest will be non-Rookies getting on the air and working the Rookies, just as in the Novice Roundup. Just like in the Novice Roundups of years past (when Novices could work anyone and non-Novices could only work Novices), Rookies may work anyone, be they Rookie or non-Rookie; however, non-Rookies are limited to only working Rookies.<br />

Entry Categories <br />
Single Operator Rookie, limited to a maximum of 100 W. Spotting assistance or using call sign and frequency alerting systems is allowed, but self-spotting or asking somebody to spot you is not. All Rookies must identify themselves as a rookie. Example: "Kilo Bravo One Quebec Alfa Whiskey, Rookie." Non-Rookies only need give their call; no designation is needed.<br />

Awards <br />
Certificates will be available for all participants to download. The top five high scores from each US call area, Canadian province and Mexican call area will be recognized on their certificate. No national winners will be recognized. <br />
