Included below are comments provided to the officers and membership of the club by Steve Gunn, WA2VQD. I think he has some valid points and this is one of the reason's that bylaw changes are tabled and discussed prior to being enacted.

Thanks Steve!

http://www.kc2elx.net/Suggested%20bylaw%20changes.pdf

In regards to the board of directors and the requirements for a quorum and passage of a motion I think Steve's right. That was an oversight and needs to be corrected.
I also see the merit in an expanded job description for the office of Vice President.

As far as making the 3 trustee positions part of the board of directors I envision the trustees as leaders (chairs) of permanently established committees for buildings & grounds, etc but don't see an overall need for them to be members of the board. Through no fault of their own and not to imply that they were in any way unimportant; many of our previous trustees attended few membership meetings and had limited availability for conducting club business.

The idea of the SIG (Special Interest Groups) was mine and it's something that comes from educational institutions and other non-profits. I don't see these as committees. These would be independently operated groups within the club that hold their own meetings and radio activities pertaining to a specific facet of the hobby such as Amateur TV or Repeater Building / Maintenance. Not everyone wishes to get involved in ATV and not everyone may want to pitch in to buy ATV equipment. Having an ATV SIG would allow them to collect money from the interested members (members of the SIG) to purchase equipment and leave the decisions on what equipment to buy and how to develop their activities to that group. Another example would be a MARS group. Not everyone wants to support a local MARS club but if it were run as a SIG under the Jefferson County Radio Amateur Club the SIG would fall under our non-profit and be able to solicit for donations to be specifically allocated to their MARS activities.

I like Steve's non-discrimination policy although I would replace "political persuasion" with "political view" or perhaps "political affiliation" just because I think it sounds better. I would probably also combine physical & mental disabilities and just say "disability".

As for the club's website currently being a blog, that much is true but changes are planned. I've been learning drupal which is a non-blog content management system and have been experimenting with the layout and implementation of themes within it. A small preview can be found at http://www.kc2elx.net/drupal/ Once the new site is complete it will allow for individual users to administer specific areas of the site as well as contain a separate forum for discussions.

Once again, thanks for your input Steve! Without members that care the club would be at a serious disadvantage when it comes to working documents like this out.

One of the winter projects this season will be to bring our Bi-Laws up to speed with today's legal and professional standards. Many changes are in store including redefining our purpose through the application of a Mission Statement and the establishment of an SOP.

The development of the SOP will outline how this organization will go about accomplishing its duties and functions. Some of which will include educational programs, community involvement, emergency management participation and training, as well as a radio repair and maintenance program.

Your participation is vital in this process. Whether you are a current member or not. We want to know what areas you feel this group should be active in and any ideas you have that would help to implement these programs.

Food for field day is a partial pot-luck. Hamburgers, hotdogs, condiments and rolls will be provided by the club. Those wishing to bring side dishes or desserts are welcome to.

So far the dishes we know are being provided are:

Julie Covey - Potato Salad
Ric Letson - Chili (with and without beans)
Michelle Barton-Cox - Breakfast Day 2
